This provocative documentary captures the courageous chief prosecutor of the International Criminal Court (ICC), Argentinean Luis Moreno-Ocampo, as he investigates some of the world’s most notorious dictators. Canadian filmmaker Barry Stevens—granted extraordinary access—raises many tough questions on the legal and ethical process of bringing to justice ruthless leaders who are guilty of war crimes and genocide. Moreno-Ocampo faces the challenge of carrying out international law with no police and little enforcement power. We witness the behind-the-scenes struggles to prosecute such despots as Omar al-Bashir of Sudan and Thomas Lubanga of the Congo. Moreno-Ocampo’s efforts have inflamed partisans on all sides, including the United Nation’s Security Council, but the prosecutor accepts such criticism with equanimity: “It’s like in football; nobody is ever a fan of the referee.”
