60 MINUTES {SADDAM' S BILLIONS; MIKE WELLBELL; MICHAEL DOWD} (TV)

Summary

One in this series of news magazine programs. In the first segment, Steve Kroft reports on the network of wealth in the personal control of Iraqi leader Saddam Hussein. Viewers learn that private investigator Jules Kroll has been hired by the Kuwaiti government to look into Hussein's assets, estimated at $11,000,000,000. Kroft interviews Kroll and goes to Geneva, Switzerland, to investigate business connections of Hussein and untangle the elaborate distribution of his money. In the second segment Morley Safer profiles Mike Wellbell, a small-business owner in Chicago who has been charged with racial discrimination by the Equal Employment Opportunity Commission (E.E.O.C.). Wellbell tells Safer that most of his employees come from minority groups, yet a black woman's complaint may bring him a penalty of $148,000. An official at the E.E.O.C. explains the charges; three inspections have revealed that Wellbell has no black employees, although his company records claim that he employs African Americans. People who work at Wellbell's company talk about what they see as their employer's good track record of hiring people from minority groups, and Wellbell says that he cannot afford to pay the penalty for which the government is asking. In the third segment, Mike Wallace reports on Michael Dowd, a New York defense attorney whose license has been suspended for five years. Dowd was in the habit of defending victims of domestic violence, Wallace explains, and his pro-bono work encouraged him to invest in a business that collected overdue parking fines for the New York City Parking Violations Bureau. Under the coercion of corrupt politician Donald Manes, Dowd started paying kickbacks to city officials. He finally decided to blow the whistle on Manes and his colleagues, and the ensuing scandal ruined his career, along with that of Manes, who committed suicide. To cap off his troubles, Dowd lost his final case, defending a battered wife, Sarah Smith, who murdered her husband after he threatened her life. In the fourth segment, Ed Bradley introduces Andy Rooney, who apologizes sarcastically to Senator Alan Simpson of (R-Wyo.) for having impugned Simpson's character. Rooney begins by explaining that his commentary was provoked by a letter Simpson wrote to The New York Times in which the senator apologized to CNN reporter Peter Arnett for accusations he made regarding the journalist's political sympathies.
