SCANDAL: EVEN THE DEVIL DESERVES A SECOND CHANCE (TV)

Summary

One in this drama/political thriller about the Pope & Associates crisis management firm in Washington D.C. In this episode, with the impeachment hearings having come to a convenient and rapid close, Fitz wins over the public with a humble speech about his past mistakes, though in private he celebrates with Olivia and his team. Abby tells Olivia that the senators were blackmailed into ending the hearings and Fitz soon learns that Rowan has "escaped" from prison, but Olivia does not divulge her knowledge of her father's actions. Back at home, a furious Jake confronts her about freeing Rowan and indirectly getting Elise killed, coldly telling her that she is her father's "greatest achievement." Fitz decides not to send the FBI after Rowan, preferring to go "another way," and decides to help his image by awarding the Presidential Medal of Freedom to famed author and feminist activist Frank Holland. Elsewhere, however, Hannah Taylor visits Olivia's firm and tells her that she was once raped by a professor – Holland, "God's gift to women."

Elizabeth finds Abby and threatens to "tell all" on Sally Langston's show if she is not re-hired to a top position, and Olivia learns that Fitz has recruited Jake to find Rowan – and kill him on sight. Holland tells Olivia that Hannah plagiarized a paper in his class, and Hannah admits that she did so, and a frustrated Olivia reminds her that sexual assault victims are unfairly scrutinized for their own actions. However, the team soon finds several other women with identical stories of being drugged and raped by Holland. Cyrus learns of Elizabeth's demands and orders Rosen to handle it, but Elizabeth reminds Rosen that he has no legal recourse to prevent her from doing the interview, despite his arguments about "national security." Rosen tells a furious Cyrus that it is indeed an unconstitutional prior restraint to prevent her from speaking, while elsewhere Olivia is shocked to find that Holland's wife Janet is aware that he has been using her Oxycodone to incapacitate and assault women, but Janet argues that his achievements for womankind outweigh his secret actions.

Fitz realizes that he cannot revoke the freedom medal without proof of Holland's actions, and when Cyrus tells Fitz about Elizabeth, Olivia suggests that she should be allowed on television after all. Everyone, especially Sally, is stunned when Elizabeth publicly defends Fitz as "a great man who simply happened to fall in love," and Fitz informs Cyrus that Elizabeth is now Ross' Chief of Staff. Later, Rosen and Elizabeth's mutual enmity spills over into physical desire as an oblivious Ross waits outside, and Olivia arranges for all of Holland's victims to make a dramatic appearance at one of his readings and make their accusations public. Knowing who was behind the stunt, Cyrus confronts Olivia and informs her that "she has the Oval," suggesting that her influence over Fitz amounts to a silent coup. Fitz tells Olivia that Rowan seems to have "disappeared for good," and she maintains her silence about her knowledge of the so-called escape. Includes commercials and promos.
