SCANDAL: THE LIST (TV)

Summary

One in this drama/political thriller about the Pope & Associates crisis management firm in Washington D.C. In this episode, 21-year-old congressional intern Alisha Francis buys a gun and then goes missing shortly thereafter, and Olivia begs Abby to put aside their differences in order to prove that Cyrus orchestrated the Air Force Two hijacking out of his obsessive desire to become president. Mellie, suffering from a back injury, asks Cyrus to secure some Democratic votes for a new budget, and Jake's tech expert claims that a "secret genius" came up with the hijack virus. Alisha's father Gary, explaining that his daughter was motivated to start a political career because of Olivia, asks her to help find Alisha, and Abby tells the other QPA staffers about the Cyrus theory, though omits Olivia's part in it. Alisha's roommate Megan explains that Alisha wasn't hired as a permanent staffer at the end of her internship, though she, Megan, was, and Marcus finds that Alisha's name is on a secret list of female interns, marked as one who would not agree to sexual favors, meaning that her former boss, Tim Waterbend, intentionally harmed her career prospects when she rejected him, presumably prompting her to seek revenge.

As Mellie assures Cyrus that the hijackers will be found, Charlie remains skeptical that Cyrus was behind it himself, though Abby realizes that Cyrus' pricey Cézanne painting, a gift from Glackland, is missing, correctly guessing that he used it to pay for the computer virus. Elsewhere, Lonnie Mencken frets about QPA's investigation, thought Cyrus urges him to remain a "revolutionary." Waterbend admits that Alisha "didn't want to play the game," but when she soon turns up dead, the cause is determined to be suicide, not homicide. A grieving Gary declares that Olivia is "not a role model" and exemplifies the very corruption that caused her death, and a shaken Olivia decides to continue her crusade against Waterbend and other similar men. She convinces Megan, who also appears on "the list" and reluctantly accepted Waterbend's advances, to tell her story publicly and out him as a predator. Marcus then brings Mellie the proposed legislation regarding workplace harassment, though his own feelings for her quickly get in the way.

Abby is forced to admit that the Cyrus assignment came from Olivia, not David, and a furious Quinn puts an immediate halt to the investigation. Jake advises Mellie to hold off on the harassment legislation until the budget is passed, and Abby and Olivia reconvene to share their mutual frustrations. Mellie is startled when Jake appears to make a slight pass at her, and Huck continues investigating the hijack virus, wondering if Olivia has changed her ways, though Charlie sharply rejects the idea. Olivia assures an uncertain Fitz that they "crossed that line together" back during their affair, and Megan finally agrees to talk to the press about her and Alisha's experiences, prompting many other women to come forward and assemble a "counter-list" of harassers. Mellie decides to ignore Jake's advice and pursue the legislation immediately, firmly informing him that they won't be a having a Fitz and Olivia-like affair, and Olivia tells Abby that her pursuit of Cyrus isn't QPA's job after all, but she "can't let Mellie stand alone." Huck declares that Charlie himself was behind the virus and has apparently realigned himself with Cyrus, but when Quinn angrily confronts Charlie, they both realize that he has been framed — just as the FBI bursts in to arrest him as the hijacker. David announces that Mencken will be replacing him as acting A.G. for the case, as Cyrus has planned all along, and Quinn is forced to seek Olivia's help in clearing Charlie's name.
