Summary

He announces the coalition of formerly differing political elements into a united government with victory in the European war as a common goal. He goes on to say that behind the British and French Armies "gather a group of shattered states and bludgeoned races. . .upon all of whom the long night of barbarism will descend. . .unless we conquer as conquer we must, as conquer we shall."
