Anchor Bernard Shaw begins "CNN Prime News" with a summary of events in the Soviet Union and in the Baltics. In this hour, Eileen O'Connor reports from Moscow that tanks are surrounding the Russian Federation Building; from the White House, David French reports on the statement issued by Pres. George Bush in the afternoon; and in London, Rick Sallinger reports on the British and European reaction. Shown in clips commenting on the coup are German Chancellor Helmut Kohl; former British Prime Minister Margaret Thatcher; British Prime Minister John Major; Czechoslovakian President Vaclav Havel; British Foreign Secretary Douglas Hurd; and Francois Heisbourg of the International Institute of Strategic Studies. In other news, Jerry Jerrell of the National Hurricane Center in Coral Gables, Fla., explains that Hurricane Bob will be soon be downgraded to a tropical storm; Richard Roth reports on hurricane damage along the Eastern seaboard; and in a brief summary, Shaw reports on the conviction of Julio Gonzalez by a jury in the Bronx, N.Y., and the court appearance of confessed serial killer Donald Leroy Evans.
