Summary

The first of two programs on this tape. Episode three in this dramatic series about a team of investigative police officers in the Public Safety Bureau of Gansu Province, Shazhou City, on the northwest border of China. Episode three begins with team leader Yang Liqiu and his wife Qingqing leaving the steps of the courthouse where they have finalized their divorce. Back at the station, officers Sipei and Xiaoliang each bring in a suspect for interrogation about two robberies, while Bureau Chief Deng Hong deals with an elderly officer, nicknamed Old Quan, who is petitioning for a promotion before he retires. Although Old Quan has been on the force for over forty years and has shown the ropes to many officers who respect him, including Deng Hong himself, he just hasn't done enough to make rank yet. Back in town, the Mute runs away from the orphanage and wanders the streets, finally stopping near the paralyzed street-singer Li Tie's stand. Li Tie is furious when the boy attempts to steal his money, but realizing the he is hungry and homeless, he gives his money can to the Mute. As the episode draws to a close, the team investigates the murder of an elderly couple near the railroad station. After collecting some physical evidence and questioning some neighbors, the officers conclude that the crime was committed by at least two of three fugitives from a recent wanted poster from Qinghai Province. Believing that the men will try to return to Qinghai, the team goes after them.
