In this episode, detectives Phil Cerrata and Mike Logan investigate arson at a social club that results in the death of fifty-three Latin American immigrants. After a lengthy investigation, the detectives learn the identity of the arsonist, Pescador, from a nurse who treated him for a leg injury: A piece of plastic was imbedded in his thigh, but he refused to have it removed. Through a court order, Pescador is forced to have his leg operated on. The plastic removed from his leg matches a piece of the device that caused the fire. Assistant district attorney Paul Robinette gets Pescador to reveal that a well known Latin American hero named Guerra hired him to scare the victims in order to prevent them from turning him in for his involvement in a green card scam. Hoping for immunity from prosecution for his crimes, Guerra tells assistant district attorneys Stone and Robinette about a government official who was involved with his heinous acts.
