Summary
The pilot of this dramatic series that follows the daily lives of Washington D.C. officers, detectives and politicos as they try to lower the crime rates in "The District" under the guidance of Police Chief Jack Mannion. In this episode, Mannion is hired as Washington, D.C.'s new police chief by the Mayor's office against the wishes of the department's top officials, especially Deputy Chief Joe Noland who wanted the position himself. Mannion discovers an ally in statistician Ella Farmer who helps him investigate the District's crime statistics. Noland orders Officer Nancy to alter the statistics ordered by Mannion. When Farmer's sister is murdered by her ex-husband -- a suspect in sexual assaults who runs from police after stealing animal tranquilizers and whose restraining order was never enforced by police -- Mannion decides to crack down on the inefficient and lazy force he has inherited. His efforts are hampered by resistance from Noland and his cronies, a scandal involving the mayor, and a shooting at the Kennedy Center.
