Summary
Tape one of two of this "ABC News Special Report." In
this portion, Peter Jennings presents ABC News's live
broadcast of President George W. Bush's televised
address to the nation outlining his case for war against
Iraq, and the "ABC News Special: When Diplomacy Fails,"
which explores several aspects of the presumed war. In
his address, Bush makes a case for war based on Iraq's
failure to comply with U.N. resolutions 678, 687, and
1441; imposes a 48-hour deadline for Saddam Hussein
and his sons to surrender and avert war; makes promises
and issues warnings to the Iraqi people; acknowledges
threats of terrorism against the U.S. and its allies;
and outlines measures the administration is taking to
prevent terrorist attacks on the United States and its
citizens. Following the speech, Jennings discusses
war-related topics with correspondent Terry Moran,
freelance journalist Richard Engel, Pentagon
correspondent John McWethy, ABC news analyst George
Stephanopoulos, and State Department correspondent
Martha Radditz. He then presents the news special,
"When Diplomacy Fails," which contains the following
segments: McWethy reports on the comparative
preparedness of the Coalition Forces and the Iraq's
military (including commentary from Rear Admiral Barry
Costello, General Richard Hawley (Ret.), General Gregory
Newbold (Ret.), Professor Toby Dodge, and John Hillen);
embedded correspondents Mike Cerre, Ted Koppel, and Bob
Woodruff speak briefly about preparations at their
bases; Jennings, Newbold and Tony Cordesman speculate
on upcoming U.S. military actions in Iraq; Charlie
Gibson profiles military commanders Vice Admiral
Timothy Keating, Brigadier General Gary Harrell,
Lieutenant General Earl Harlston, Lieutenant General
Michael Moseley, and Lieutenant General David McKiernan;
Dan Harris reports on Saddam Hussein's "inner circle" of
advisors; Jennings discusses the targeting of Saddam
Hussein with Richard Clarke; Chris Wallace follows with
a report on the targeting of Hussein that includes
comments from General Chuck Horner (Ret.), James
Wolseley, and Bob Baer, and footage of Senator Ernest
Hollings (D-SC) and Secretary of State Colin Powell at a
Senate hearing on the subject; Jennings, "Newsweek"
international editor Fareed Zakaria, and Professor Fawaz
Gerges cover succession possibilities in Iraq and
international opinion against the U.S. on the Iraq
issue; George Stephanopoulos comments on the political
fallout from British Prime Minister Tony Blair's support
of Bush; Charles Glass reports on and converses with
Jennings and Kurdish film director Hama Ali Khan about
issues related to the region's Kurdish population; John
Donovan comments on preparations for humanitarian aid
for Iraqi civilians; Gibson and Horner present a
"virtual flight" over the ground route from Kuwait to
Baghdad; and Chris Bury comments on General Tommy
