SCANDAL: ICARUS (TV)
Summary
One in this drama/political thriller about the Pope & Associates crisis management firm in Washington D.C.
Olivia recalls a memory from her childhood, the last time she ever saw her mother before she died. She snaps out of her reverie and goes to investigate the claims that President Grant shot down the plane her mother was on. She decides to go to President Grant to confront him about it personally. Vice-President Langston schemes to curry favor with religious voters without attracting attention. Mellie receives word that Olivia is coming to the White House and believes she is accepting the job offer, prompting much excitement from her and Cyrus. Olivia and President Grant speak in private, and he expresses his happiness that she is there until she starts questioning him about Operation Remington. He refuses, claiming that such information is not available to her, particularly in his capacity as a military leader. She is disgusted and says she cannot work for him. Olivia returns to her staff and tells them they will be running Josie Marcus’s campaign. They start by advising Josie not to engage in public appearances which could be perceived as targets of ridicule. They also advise her to start a large-scale media campaign to improve her image, stressing her military record and taking donations from super-PACs despite her disdain for them. To that end, she meets with a procession of big business lobbyists and tries to forge agreements with them.
Olivia asks Jake for more information on Operation Remington, and he promises to obtain more. Cyrus warns Rowan that Olivia knows about Operation Remington and is now working for the Marcus campaign; he fears that her knowledge could pose a serious threat to Grant’s presidency. Rowan tells Cyrus to “shut down” Josie and he will prevent Jake from learning anything. Jake meets with an old friend to secure records pertaining to Operation Remington from a government archive. Olivia tells Josie that despite her success with the lobbyists, they are unwilling to donate to her campaign since they are not convinced that she can win. Olivia proposes that they get Josie on television for an in-depth interview in order to improve her public image. Cyrus calls Harrison and tries to get him to persuade Olivia not to work for the Marcus campaign, but Harrison says he cannot alter Olivia’s decision. Cyrus mentions that an “Adnan Salif” is attempting to enter the country, making Harrison quite nervous. Cyrus also insists to President Grant that they cannot interfere with B613’s operations or with Jake. Olivia has a flashback of finding out about her mother’s death by coming home to Rowan on the couch, watching a news report about the plane crash. Somewhat drunk, she calls Rowan and asks him what the last thing he said to her mother was. He replies that he simply told her “I love you,” and a distraught Olivia says she has many questions about her mother’s death, going on a rant about how she blames her mother’s death for her inability to connect with people on a personal level. Rowan promises to answer a single question without having one of Olivia’s loved ones killed, and Olivia asks him if he gave the order to have her mother killed. Rowan says that he did not, but Olivia is not satisfied, demanding to know everything that happened. He advises her not to pursue the matter any further and she hangs up on him.
James is set to interview Josie on television, and Cyrus badgers him about it despite his unwillingness to discuss it. He tries to bring up controversial topics about Josie to discuss, but James will not hear any of it. Cyrus becomes aware of religious pundits speaking out against President Grant and contacts Vice-President Langston to ask her to have dinner with President Grant, hoping that she can assuage the concerns of his more religious constituents. This plays into her scheme with Daniel. Meanwhile, Harrison reads up on Salif, who was extradited to Switzerland after being charged by a United Nations panel with international corruption. He keeps his research secret from the rest of Olivia’s staff. Olivia and Abby try to prepare Josie for her interview with James, but she makes things difficult by not adopting an aggressive enough style against her opponents and by refusing to answer inappropriate questions she is likely to receive. Olivia advises her to act in a more confrontational way, and that she is “too nice.” They get into an argument about her campaign strategy. Harrison talks to Huck in private and asks him for a favor: to prevent Salif from re-entering the United States; Huck believes he can do so by tampering with his visa registration files. Harrison confesses that his life would be in jeopardy should Salif return.
During the dinner, President Grant asks for Vice-President Langston’s support in his re-election bid, and she hopes that he will lend his support to Reverend Coles. While out at a shooting range Quinn runs into Charlie, who gives her advice on her aim. Vice-President Langston asks Reverend Coles to support her should she run for president. As Josie prepares for her television interview, Olivia and Abby show her a campaign ad run by Reston’s campaign portraying her as inexperienced on foreign policy. This inspires her to go in to her interview with James with a perspective on the perceived sexism and intolerance of the Reston campaign, exploiting it to her advantage, along with the unintentional implied sexism surrounding the interview itself. Reverend Coles gets in contact with Cyrus, reporting about Vice-President Langston’s intention to run; he was supporting Cyrus the entire time. Mellie tells Cyrus that she believes they can exploit Vice-President Langston’s jealousy towards her husband. Jake meets with his contact to get the information he requested, but another man follows him there, shoots the contact in the face, and reveals that she was planning on killing Jake, as evidenced by the handgun she was pulling out of her bag.
Josie’s new demeanor pays off and she secures endorsements from several major companies. It turns out that Abby and Olivia created a fake advertisement for the Reston campaign in order to spur behavior modification in Josie. Harrison meets with Cyrus, talking about the position they are both in regards to Salif and to Olivia working for Josie. Harrison still refuses to help him, but after he leaves, Cyrus orders that an entirely new visa be issues for Salif. Quinn approaches Charlie again, taking advice from him about her aim. It turns out that his budding friendship with Quinn is being done at the behest of Rowan for some ulterior motive of his own. Jake confronts President Grant about the security detail he placed on him. He asks President Grant what mission he was on while he was on Remington. President Grant grows frustrated with him and orders him not to pursue the matter any further. Jake insists that the knowledge could get him out of B613, but President Grant believes that Jake is doing it so as to further his relationship with Olivia; he says he can no longer help him. President Grant visits Olivia himself and asks her to come campaign for him, although she is only interested in finding out what happened to her mother, explaining in detail the particulars of the flight she was on. Even after her impassioned pleas, President Grant still claims to have no knowledge of what happened. Includes commercials.
