
60 MINUTES: FELLINI ON FELLINI; NATIONAL SCANDAL {HUD SCANDAL}; ROMANIA'S JEWS (TV)

In "Fellini on Fellini," Safer interviews filmmaker Federico Fellini on the set of his latest film, "The Clowns," where the director recalls childhood memories of visits to the circus. Fellini shares the following views on his craft: his attempts to match actors' faces with characters in his imagination; the impossibility of being faithful to the script with a changing visual medium such as film; his need for gaiety and a sense of family on the set; the importance of the Catholic Church to his vision; and his refusal to work anywhere but Italy.
In the second segment, Mike Wallace investigates the failure of the Housing and Urban Development's (HUD) FHA 235 program, as administered by the Federal Housing Authority (FHA). Instituted by the federal government to help lower-income people purchase homes, the program does so in part by appraising houses. Wallace reports that property owners have filed numerous complaints of widespread shoddy workmanship and unsafe building practices, and then visits scandalized developments in St. Louis, Missouri, and Seattle, Washington, as well as older renovated homes in Paterson, New Jersey. Wright Patman, chairman of the House Banking and Currency Commission, cites examples of building code violations and accuses the FHA of being negligent and careless; Eugene Gullege, assistant secretary of HUD, says regulations have been created to monitor abuses in the system; and James Dougherty, Patman's chief investigator, charges that many contractors bribe appraisers to inflate the value of unsafe buildings.
In "A Minute or So With James J. Kilpatrick," guest commentator Kilpatrick comments briefly on the wasteful extravagance of federal programs.
Next, in the segment, "Romania's Jews," Wallace examines the relative tolerance of Jews in Romania, compared to the rest of the Soviet Bloc. Noting that Romanian Jews enjoy a degree of freedom, Wallace says their numbers are dwindling since many are seniors or strive to emigrate to Israel. Rabbi Moses Rosen, a Jewish leader in Romania, remarks on his attempts to strengthen the Jewish community through his synagogue in Bucharest; the threat to the community's continuity, since only three rabbis currently exist in Romania; and the new generation's interest in its heritage and the subsequent desire to move to Israel. Included is footage of a traditional wedding ceremony, presided over by Rabbi Rosen, and a dress rehearsal of the New Jewish State Theatre in Romania.
Finally, the Rev. Billy Graham appears in the segment, "A Minute or So With Billy Graham." The guest commentator says that Christians owe a great deal to Judaism, and that the Jews' return to Palestine fulfills ancient prophesies. The program concludes with Safer reviewing reader mail about earlier stories. Includes commercials and a promo.
