LAW & ORDER {LAW AND ORDER}: TURNSTILE JUSTICE (TV)

Summary

One in this series of dramas that deals with the investigation, arrest, and prosecution of criminals. The first half of each episode concerns the police procedure that leads to the arrest of a suspect, while the second half covers the efforts of the district attorney to prosecute the case. This episode involves the murder of a businesswoman, Stephanie Donnatelli, found on a subway platform with a fatal blow to the head. Initial clues lead Briscoe and Greene to a homeless man who fingers Brian Gallant, a psychotic recently released from Rikers Island prison. Gallant confesses to the murder but is psychologically troubled and unable to comprehend all that has happened. Donnatelli's ex-husband expresses outrage that the prison system puts such dangerously troubled criminals back on the street without proper follow-up care or evaluation. His zeal leads McCoy to go after the health-maintenance organization that manages health care at the prison, specifically bringing charges against its chief executive officer, Phillip Andrews. Gallant's doctor from the HMO seals Andrews's fate when he testifies that he was threatened with dismissal if he referred Gallant to expensive psychiatric evaluation. Commercials deleted.
